Saksham
The term Saksham comes from an Indian word which means, "Capable" or "Self- reliant".
Saksham is a five year programme supported by the Global Fund to fight AIDS, Tuberculosis and Malaria(GFATM). It is the counselling component of the - GFATM Round 7, in India. The programme is now in Phase 2, and a unique partnership between 36 academic institutions that are working in close coordination with the public health system (NACO & SACS), and contributing to the National AIDS Control Programme. Tata Institute of Social Sciences is the Principal Recipient and it works in partnership with six Sub- Recipients (SRs) and 32 Sub-Sub- Recipients (SSRs). These implementing Saksham partners are located in 25 states and one Union Territory of India.
MASTER TRAINER
Master Trainers (MTs) play an important role in Saksham, as we aim to strengthen the counselling system in the National AIDS Control Programme.

Saksham had planned to create a cadre of 550 Master Trainers who will be part of the national resource pool and would augment the existing pool of experts and trainers available in the country. Against the initial goal, Saksham has trained 604 MTs till Phase I, i.e. 31st August 2010.
At the outset, Saksham team outlined the eligibility criteria for the selection of master trainers.
Eligibility Criteria for Selection of Master Trainers were:
Postgraduates, preferably in Social Work, Psychology, Human Development and Psychiatry and graduates with observed potential for becoming resourceful trainers.
In case of persons representing a community (i.e. PLHIV, MSM, women in prostitution, transgender), matriculation was the minimum required qualification with at least 10 years of work experience in the field.
Persons having experience in HIV training (exposure to different training methodologies) would be preferred.
Persons with counselling experience would be preferred.
Persons with experience of working on HIV/AIDS issues and related fields like gender, sexuality, IDU, MSM, women in prostitution, transgender issues, RCH, etc., would be preferred.
There was no age limit for master trainers as long as they fulfil other criteria.
In addition to the above criteria, the selected MTs were expected to give a commitment for attending the complete training programme and being available for future HIV/AIDS trainings for counsellors conducted under the Saksham programme. MTs were also expected to provide support and guidance to the counsellors.
Presently, 721 master trainers spread across 25 states have been inducted into the programme and 604 of these master trainers have completed the refresher training programme. Till the completion of Phase I, a total of 417 master trainers had conducted training sessions for counsellors.
With more than 70% utilization of master trainers, and more training programmes planned in Phase II, the utilization is expected to be 100%. To upscale the utilization and build the capacities of the MTs, a series of refresher trainings on six specific themes have been planned during the second phase of Saksham.
Strengthening the master trainers will sustain the resource pool for the national programme.

Objective 1: Enhance the Nurses and Institutional capacity of 55 nurse training institutes.Objective 2: Enhance the institutional capacities of 40 counsellor training institutes and conduct capacity building for counsellors. Objective 3: Build a rural community outreach model to address the complex needs of rural prevention, care and support requirements in 121 high prevalence/high vulnerable districts.
Saksham aims to fulfill one of these objectives: i.e. to "Enhance the institutional capacities of key counsellor training institutes and conduct capacity building for counsellors." In the long run, the Saksham programme aims to become a potential resource group for South and West Asia on HIV/ AIDS counselling and training. The total grant amount for HIV/AIDS counselling is USD 18.2 million.Saksham is accountable to:

Persons living with HIV/AIDS and marginalized communities Saksham is committed to the vision of "an India where every person living with HIV has access to quality care and is treated with dignity." The total grant amount for HIV/AIDS counselling programme is USD 18.2 million. The grant received is being utilized to improve the quality of lives and uphold the rights and dignity of persons living with HIV/ AIDS and marginalized communities.
